Windell OskayKeymasterAll indications, thus far, are that the hardware is working correctly and that this sounds like some kind of software problem. I haven’t been able to reproduce it here.
Is your Windows installation in English, or some other language?
Windell OskayKeymasterWe haven’t quite finished the update for the new version yet, but there is a workaround that you might prefer to use. In Inkscape preferences, under Tools > Text, unselect the “Use SVG 2 auto-flowed text” option. This will revert Inkscape to use the prior syntax for new flowed text blocks that you create.
Windell OskayKeymasterThe PRG thing is interesting. That could be a side-effect of the greater problem you are seeing (the excess errors being returned), and it could the root cause — if the PRG button were malfunctioning, that could also potentially cause some issues.
As a test, with the EggBot plugged into both power and USB, try pressing both the RST and PRG buttons at the same time. Then, release RST first and then release PRG. If both buttons are working correctly, that should put the EBB into a “bootloader” mode where it flashes red and green lights back and forth rhytmically. (Press RST again to exit this mode.)
Does that appear to work?

Windell OskayKeymasterCan you please check the EBB firmware version? You can do this in EggBot Control by selecting the Manual tab, and then selecting “Check EBB Version” and clicking Apply.
Windell OskayKeymasterGreat; that’s progress. I’d suggest tinkering with the apt-get method instead, so that you’ll have the best chance of avoiding further permissions issues.
Windell OskayKeymasterI imagine that’s Inkscape 0.92, which runs with python 2.7. It’s likely using a different python on your system, if you’re getting that message.
If you want to run that version of Inkscape, you’ll need to use an older release of the AxiDraw software that supports it. (The current AxiDraw software requires Inkscape 1.0 or newer.) You can find Linux install instructions for 0.92 on an old version of our wiki page:

Alternately, hand-modify your Inkscape preferences file to use that version of python 3.7 that you have on your computer:

Ignoring the error messages is safe, but let me look into some other things and make a next recommendation.
Windell OskayKeymasterIf that test was with the cable still unplugged, then this does seem like a power supply issue then; I’d recommend to replace the power supply.
Windell OskayKeymasterThat warning does not prevent you from doing anything – it just reports that a low voltage was detected.
Can you please check to see whether XY motion works with the servo cable unplugged?
